Alright not only was Fallen one my officers when I was general, he was underneath me to the point of when I left. If a squad was having trouble building up it's numbers he would recruit for them. Even before Lumina's time Fallen was recruiting. And yes he was in 3 previous divisions which gives him tons of recruits.
