i understand but based on circumstances he had stated in other nominations like this, if it was in past years, the person who was "most outstanding" would have won "of the year" or most outstanding during that time. It'd be like awarding MVP for a past superbowl, chances are, the most outstanding person already received recognition for it. It would need to be for one of the ranks during this year
